    Job Description

    CAREER DESCRIPTION

    PUBLIC HEALTH NUTRITIONIST II

    In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:

    Effective June 27, 2025 - 4.00% increase

    Salary may be negotiable within the range listed above, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

    This recruitment is open to the public and will remain open on a continuous basis for a minimum of five (5) business days, until the needs of the Department are met. Qualified applicants are encouraged to apply immediately.

    RECRUITMENT/POSITION INFORMATION
    This recruitment is being held to establish an Open Eligible List to fill a vacancy in this class, until the next recruitment. The eligible list established may also be used to fill positions in similar and/or lower classifications. The current vacancies are within the Orange County Sheriff's Department-Inmate Services Division; however, the eligible list may also be used by other County of Orange agencies or departments to fill their vacancies.

    THE POSITION

    The Public Health Nutritionist II at the Orange County Sheriff’s Department is responsible for ensuring that all food menus adhere to the Board of State Community Corrections (BSCC) Adult Title 15 guidelines for the Orange County Sheriff’s Department and the BSCC Juvenile Title 15 guidelines, as well as comply with the standards set forth by the United States Department of Agriculture (USDA) for the School Breakfast Program (SBP) and the National School Lunch Program (NSLP) for Probation. Furthermore, this role includes providing support for the annual HCA Title 15 Nutrition Evaluation inspections by serving as a resource to address inquiries during the inspections and assisting with the compilation of requested documentation for both OCSD and Probation. Additionally, this position oversees the management of standard inmate diets as well as specialized medical diets. May be required to work inside a secure facility environment.

    THE DIVISION
    The Inmate Services Division includes Commissary Operations, Food Services and Correctional Programs. The Division provides quality products, professional services, and nutritional meals for the County’s inmate population in a fiscally responsible manner. It is also responsible for offering rehabilitative opportunities and re-entry programs aiding in successful community reintegration. This Division consists of more than 150 personnel and 400 volunteers working with a variety of County/community stakeholders. The staff, volunteers and stakeholders assure that the Sheriff's Department meets or exceeds Title 15 of the Minimum Jails Standards by providing support services, including meals, commissary, educational, vocational, religious, recreational and re-entry transition programs to foster rehabilitation and reduce recidivism of inmates once they leave the Sheriff’s custody.

    DESIRABLE QUALIFICATIONS
    • Experienced within an institutional/correctional food service operation
    • Proficient in automated food service management and nutritional analysis software programs
    • Knowledge of the California Code of Regulations Title 15 and the California Retail Food Code
    • Knowledge of the USDA for the School Breakfast Program (SBP)
    • Knowledge of the USDA for the National School Lunch Program (NSLP) for Probation
    • Knowledge of the BSCC Adult and Juvenile Title 15 guidelines


    MINIMUM QUALIFICATIONS
    Education/Experience:
    Be a registered Dietitian (RD) and possess either one year of experience as a Public Health Nutritionist I or one year of experience as a Registered Dietitian related to Public Health programs.

    Possession of a Master's Degree in Nutrition from a school acceptable for registration with the American Dietetic Association may be substituted for the required experience.

    Knowledge of:
    • Principles, techniques and practices of preventative and therapeutic nutrition, including recommended food requirements for different age and ethnic groups, expectant mothers, infants and others with special food requirements, and the comparative costs of various foods in relation to their nutritional values.
    • Educational methods and skills in training others.
    • A full range of laboratory tests used for nutrition diagnosis, normal and abnormal results and their clinical significance.
    • Community nutritional assessment and program planning.
    • Community health organizations and resources and current social and economic problems pertaining to public health nutrition.

    Ability to:
    • Persuade individuals and organizations to direct their efforts toward public health goals.
    • Persuade individuals to alter their life style to one that promotes their health and that of their children.
    • Plan, direct, train, supervise and evaluate the work of subordinates. (Supervisory class)
    • Establish effective relationships with clients, physicians and other health personnel.
    • Train and evaluate the work of a professional nutrition staff. (Supervisory class)
    • Speak and write effectively including the preparation of clear and concise reports and records.
    • Understand and explain procedures and eligibility requirements.
    • Interact effectively with clients of various ethnic/cultural backgrounds and communicate effectively with persons with limited English.
    • Learn to use a computerized records systems.
    • Ability to use a County-approved means of transportation to travel to meetings and fieldwork sites.

    Licensed Required:
    Possession of a valid California Driver's License, Class C or higher, by date of appointment.

    SPECIAL QUALIFICATIONS

    Applicants must not have been convicted of a felony or be on any form of probation and must pass an extensive background investigation to the satisfaction of the Orange County Sheriff-Coroner.

    Background screening includes completing of a Personal History Form, interview with a background investigator, fingerprinting and may include a polygraph test. Some of the areas considered in the background screening include prior convictions, traffic violations, drug use and credit problems, employment history, professional references and education verification (i.e. degree, license, or official transcripts. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credentials Evaluation Services (N.A.C.E.S.).

    PHYSICAL, MENTAL AND ENVIRONMENTAL REQUIREMENTS

    Environmental and Working Conditions:

    May be required to work in a variety of environments (indoors/outdoors) including non-traditional in-office environments; may work with individuals who have a communicable disease; may be assigned to evenings and/or weekends.

    Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedures.

    ELIGIBLE LIST
    After all procedures have been completed, Sheriff Human Resources will establish an eligible list of qualified candidates.
