    Job Description

    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION :

    Under the direction of the Inland Fisheries senior leadership performs advanced (senior-level) administrative and supervisory program work. This position is responsible for administration and delivery of the statewide Habitat and Angler Access Program (HAAP). Provides planning, leadership, and direction for the HAAP, including establishing program goals and objectives; developing and updating program procedures, guidelines, budgets, and contracts; identifying project opportunities; planning, implementing, and providing assistance with fish habitat and angler access projects; coordinates all program activities such as supervising staff and consulting on work of staff, partners, volunteers, and other agencies. Seeks and promotes partner involvement and expansion of the HAAP through additional funding opportunities, involvement in professional organizations, engagement with community and constituency groups, media outlets, and development of promotional materials. Represents the department and acts as subject matter expert on habitat and angler access management and improvement. Works and collaborates with other TPWD Divisions to achieve division goals. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.

    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a bachelor's degree in Fisheries Science, Natural Resources or closely related Biological Science.

    Experience :

    Three years of progressive experience as a fisheries biologist or aquatic habitat management biologist.

    One year supervisory or team lead experience.

    NOTE : Experience may have occurred concurrently.

    Licensure :

    Must possess or be able to obtain, within thirty days of employment, a valid class "C" Texas driver's license.

    NOTE : Retention of position is contingent on obtaining and maintaining required licenses.

    ACCEPTABLE SUBSTITUTIONS :

    Experience :

    Graduation from an accredited college or university with a Master's degree in Fisheries Science, Natural Resources or closely related Biological Sciences may be substituted for one year of the required experience;

    Graduation from an accredited college or university with a PhD in Fisheries Science, Natural Resources or closely related Biological Sciences may be substituted for two years of the required experience.

    PREFERRED QUALIFICATIONS :

    Education :

    Graduate Degree from an accredited college or university in Fisheries Science, Natural Resources management or related Biological Sciences.

    Experience in one or more of the following:

    Experience in program administration and project management or;

    Experience in staff supervision and team management or;

    Experience in assessment and improvement of aquatic habitats or;

    Experience with shoreline-based angler access improvements or;

    Experience in budget management and contracting or;

    Experience in developing, nurturing, and collaborating with partners and stakeholder groups.

    KNOWLEDGE, SKILLS, AND ABILITIES :

    Knowledge of fisheries habitat management, enhancement, and restoration;

    Knowledge of shoreline-based access improvements;

    Knowledge of the use and operation of gear and equipment to implement and evaluate habitat and angler access projects

    Knowledge of warm water ecosystems and species;

    Knowledge of freshwater plant species likely to be seen in Texas;

    Knowledge of freshwater fisheries management principles and strategies

    Knowledge of ecological, biological, and/or scientific principles and techniques;

    Knowledge of experimental design and implementation;

    Knowledge of state administrative processes related to purchasing and contracts;

    Knowledge of applicable laws, regulations, and policies dealing with aquatic habitat and access.

    Skill in the use of computers and Microsoft office, graphics, statistical analysis software, and GIS;

    Skill in prioritizing, multitasking, and scheduling to manage several projects or tasks simultaneously;

    Skill in interacting and communicating effectively orally and in writing on technical issues to varying groups including staff, the public, and other governmental agencies;

    Skill in the use of or consulting on various habitat and access management techniques in reservoirs, rivers, small impoundments and riparian areas;

    Skill in the use of or consulting on gear and equipment needed to implement and evaluate habitat and angler access projects;

    Skill in analyzing habitat and angler access data;

    Skill in preparing, reviewing, interpreting, and summarizing reports and technical documents;

    Skill in developing recommendations to conserve fisheries habitat and access;

    Skill in planning, assigning and/or supervising the work of others;

    Skill in planning and tracking budgets;

    Skill in designing, planning, and conducting large or complex habitat and access projects;

    Skill in interpreting statutes, budgets, policies, procedures;

    Skill in leading and supervising staff as well as organizing and directing the work of others;

    Skill in using logic and analysis to identify the strengths, weaknesses, and potential impacts of different approaches;

    Skill in interpreting, analyzing and presenting program details;

    Skill in identifying, researching and compiling information;

    WORKING CONDITIONS :

    Occasional work beyond a normal eight-hour day, including weekends and nights, will be required.

    Required to operate a state vehicle.

    Required to travel 50% with possible overnight stays.

    Required to adjust to changing schedules.

    Required to work overtime as necessary.

    Must be able to fully participate in water-based activities.

    Must be able to perform physically demanding duties, potentially in inclement weather.

    Must conform to TPWD work rules, safety procedures and dress and grooming standards.

    Non-smoking work environment in State buildings and vehicles.
