    Job Description

    Definition and Class Characteristics

    Nevada County is hiring a sophisticated and adaptable program manager for the Auditor Controller’s Office team. This position will maintain, configure, and support the Countywide enterprise resource planning (ERP) platform (Workday). It will also prepare recommendations for ongoing ERP initiatives and provide support throughout the County. Additionally, the incumbent will be required to provide advanced, innovative assistance to fiscal management staff.

    We’re seeking a skilled Program Manager to lead Countywide ERP operations, enhancements, and strategy. This role oversees system governance, compliance with accounting and regulatory standards, cross-department collaboration, project leadership, and staff supervision. The ideal candidate excels in ERP functionality, process improvement, and technical problem-solving, and brings strong communication, leadership, and analytical abilities to support enterprise-wide goals.

    Key Responsibilities
    • Lead planning, implementation, and support of Countywide ERP goals, policies, and operational practices.
    • Evaluate and deliver ERP improvements, integrations, reports, and business process improvements.
    • Ensure compliance with laws, accounting rules, GAAP, and governmental reporting requirements.
    • Coordinate ERP business rules, system integrity reviews, and functionality assessments.
    • Guide committees, leadership, and cross-functional teams on ERP strategy and issue resolution.
    • Maintain internal controls, proper testing, separation of duties, and change-management practices.
    • Supervise, train, develop, and evaluate assigned staff.

    Desired Skills & Qualifications
    • Expertise in ERP systems supporting finance, HR, payroll, and related modules.
    • Knowledge of SaaS/cloud ERP, system architecture, implementation processes, and project management.
    • Strong problem-solving skills to analyze operations, propose improvements, and address system issues.
    • Ability to lead complex projects, build consensus, and collaborate with executive leadership.
    • Demonstrated presentation skills, including clear writing and public speaking.
    • Experience mentoring staff and fostering high-performance teams

    Minimum Qualifications:

    Education and Experience

    Bachelor's degree from an accredited college or university in environmental health, a physical science, business, social services, sociology, psychology, or field related (degrees in accounting information systems, accounting/finance, computer science are acceptable as related) to one of the previously mentioned, and three years of experience in the program field at the advanced journey level, preferably in a community-based organization involving program development.

    Or

    Master's degree from an accredited college or university in environmental health, a physical science, public health, health services administration, business or public administration, social sciences, psychology, counseling, social work or field related to one of the previously mentioned, or as required for any required licensure, certification, or registration, AND two years of experience in the program area at the advanced journey level, preferably in a community-based organization involving program development.

    Licenses and Certificates:

    Possession of a valid driver's license within 30 days of hire. A valid Class C driver's license must be maintained throughout employment in this class to perform the essential functions of the position.
