    DEFINITION

    Under direct supervision, performs a variety of manual, manipulative, and semi-skilled tasks in the operation and maintenance of city facilities, systems, and equipment; repairs and maintains HVAC, electrical, mechanical, and plumbing systems and equipment; safely operates tools and equipment; performs heavy physical labor; and performs other duties as assigned.

    DISTINGUISHING CHARACTERISTICS

    This is the entry-level classification in the Facilities Maintenance Worker series assigned to the Facilities Maintenance Section. Initially with direction, incumbents learn and perform a range of tasks requiring basic mechanical, plumbing, and electrical ability and aptitude. Work assignments are performed according to established rules and procedures, but with experience the work becomes progressively more diversified requiring independent judgment supported at regular intervals by supervisory review and direction. The Facilities Maintenance Worker I classification is distinguished from the Maintenance Worker I classification in that the later performs more specialized maintenance functions specifically related to the upkeep of public owned facilities. Employees in this classification may work either as part of a crew under supervision, or may be assigned to perform individual duties.

    SUPERVISION RECEIVED

    Direct supervision is provided by a Public Works Supervisor or Manager. Lead direction may be provided by the Senior Facilities Worker or a crew leader.

    SUPERVISION EXERCISED

    May provide some direction to Facility Maintenance Trainees and/or temporary employees.

    Examples of Important and Essential Functions

    Facilities Maintenance Functions
    Performs minor to general repair and maintenance on facilities and related plumbing, mechanical, and electrical equipment and systems including pumps, motors, compressors, piping, boilers, HVAC systems, mechanical drives, air handling units, valves, filtration devices, and other related equipment and systems; and works as part of a crew and/or independently performs routine tasks related to plumbing, carpentry, painting, electrical, and mechanical projects.

    General Maintenance Functions
    Performs minor to general maintenance functions for the Public Works Department; performs heavy physical labor; safely uses power and hand tools and equipment; safely drives, operates, cleans, and maintains vehicles and equipment; establishes and maintains a clean shop and work area; maintains accurate up-to-date records and inventory; researches prices and orders materials; and uses a personal computer to perform data entry functions.

    Job Related and Essential Qualifications

    Demonstrated Knowledge of :

    Principles, practices, methods, tools, and equipment used in plumbing, mechanical, and electrical maintenance and repair of pumps, electric motors, compressors, piping, boilers, HVAC systems, mechanical drives, gear boxes, air handling units, and lighting and energy management systems/controls; safe operation and maintenance of hand and power tools such as shovels, hoes, drills, air compressors, grinders, pumps, and spray equipment; safe operation and maintenance of vehicles including cars and light trucks; basic materials and practices used in public works construction, maintenance and operation; safety practices and precautions including Cal/OSHA regulations and standards; personal computer operating systems and software applications.

    Demonstrated Skill to :

    Perform a variety of manual and manipulative tasks related to mechanical, plumbing, and electrical maintenance and repair; use precision measuring devices to perform precise repairs; safely make 480-volt 3 phase electrical connections; trouble shoot motor control centers; safely use hand and power tools; safely operate vehicles and other motorized equipment; properly lift up to 100 pounds; understand and follow oral and written directions and rough diagrams; solve problems and make quick decisions in an emergency; read, interpret, and follow Material Safety Data Sheets (MSDS), blueprints, and operating instructions and manuals; prepare neat and accurate work and inventory records; perform basic data entry using personal computers; establish and maintain an organized work area; communicate effectively both orally and in writing; relate effectively to those contacted in the course of work; and exemplify an enthusiastic, resourceful, cooperative, and effective customer service attitude.

    Ability to :

    Physically perform all tasks using proper safety techniques; learn and comply with policies, practices, protocols, work rules, and conditions as established by the City; learn and remember characteristics of specific types and brands of equipment; exercise good judgment; work well under the pressure of deadlines and in emergency situations; take the initiative to keep important work progressing to completion within prescribed time limits; and establish and maintain effective, tactful, and courteous relations with the general public, contractors, and City staff.

    Experience, Education and Training Guidelines:

    Any combination of experience, education, and training that would provide the best qualified candidates. A typical way to obtain the knowledge, skills, and abilities would be:

    Experience : One year of experience performing maintenance and repairs on plumbing, mechanical, and electrical systems and equipment commonly found in publicly owned facilities or related industries, or six months public sector experience at a level equivalent to a Facilities Maintenance Trainee with the City of Livermore.

    Education : Equivalent to graduation from high school. Related coursework in equipment maintenance and repair is highly desirable.

    Training : Any recent training such as academic courses and certification programs which are relevant to this job classification.

    License : Possession of a valid California Class C driver's license and a satisfactory driving record as determined by the City.

    Certification : None

    Other Requirements : Willingness and ability to work scheduled and emergency overtime and be available on call as required; wear a uniform and appropriate safety equipment as required by the City, which may include a self-contained breathing apparatus; work outdoors under adverse conditions such as at night, in confined and awkward spaces, in heavy traffic, in heat, cold, and rain, and in potentially hazardous areas; and attend workshops and classes, as required.

    Special Requirements : Essential duties require the mental and/or physical ability to read fine print on labels, manuals, maps, and diagrams and with no color deficiencies to work with color-coded wires; interpret maps and diagrams; converse on the telephone, 2-way radio, and in person, often over the noise of machinery and traffic; detect noises in machinery or hear running water; identify mechanical noises; detect odors; drive vehicles; safely use equipment and tools; crawl, bend, stoop, reach, and climb; stand for long periods of time; and strength to safely lift and carry up to 100 pounds.

    SAFETY SHOE ALLOWANCE
    Public Works Department employees that are required to wear safety shoes or boots, and employees in the Engineering Technician, Neighborhood Preservation Officer, and Building Inspector series who perform field work, shall be eligible for an annual Safety Shoe reimbursement of up to $225 per calendar year for the purchase of safety shoes.

    PRESCRIPTION SAFETY GLASSES
    Reimbursement of up to $150/year for purchase of safety prescription glasses for EEs working in locations where there is a risk of eye injuries.

    SHIFT DIFFERENTIAL
    EEs regularly assigned to city facilities operating 24/7 - $2.50/hour for all hours worked when assigned to a shift requiring EE work at least 4 hours between 4:00 p.m.- 6:00 a.m.

    EQUIPMENT OPERATION
    Public Works EEs: $12.00/day for EE who operates Class A vehicle, min of 50%+ operation/day.

    STANDBY PAY
    2 hours straight-time for standby on regularly scheduled work day
    3 hours straight-time for standby on regularly scheduled days off and fixed City holidays

    CALL BACK PAY
    3 hours min @ OT rate for FLSA nonexempt. First 3 hours can't be taken as comp time but paid to EE.

    WORK IN A HIGHER CLASS
    If work min of 3 consecutive workdays, paid @ 5% differential or the minimum of the salary range of the higher classification.

    COURT PAY/COURT CANCELLATION PAY
    If in connection with EE's usual official duties, 3 hrs min @ OT, or 4 hrs min @ OT for those required to appear on normal day off or on graveyard shift.

    SUPPORT SERVICES TRAINING OFFICER PAY
    $90/pay period for full pay period while assigned.

    BILINGUAL PAY
    $75/pay period for those certified as competent at the conversational and written level. Must be identified by Department Head and approved by Admin Services Director, and used on the job.

    $60/pay period for those certified as competent at the conversational level. Must be identified by Department Head and approved by Admin Services Director.

    TELEPHONE PAY
    20 minutes and for each minute exceeding 20 minutes at OT rate.

    CELL PHONE ALLOWANCE
    Standard = $40/month (if authorized)
    See Administrative Regulation 36 for details.

    COMMERCIAL DRIVERS' LICENSE PAY
    $35/pay period with valid CA Commercial Driver's License and valid DOT medical card.

    OT COMP & COMP TIME OFF
    OT for > 40 hrs/week or > 8 hrs/day in a reg scheduled day or hrs in excess of those normally scheduled & worked/day @ 1 ½ x reg. pay or Comp Time in lieu of OT for FLSA nonexempt. Accrued Comp Time in excess of 100 hours must be paid out.

    TUITION REIMBURSEMENT
    75% reimbursement for tuition & books
    For undergraduate studies, $4,000 FY max; $16,000 lifetime max
    For graduate studies, $5,000 FY max; $10,000 lifetime max

    LICENSES & CERTIFICATIONS
    100% reimbursement for required licenses and certifications

    EMPLOYEE ASSISTANCE PROGRAM
    Three (3) sessions per incident per family member. Unlimited telephonic consultations.

    FLSA WORK PERIOD
    168 hour pay period beginning Monday at 12:01 a.m., ending 7 days later on Sunday at 12:00 midnight. If an EE is not on this work week schedule, something must be in writing documenting EE's work week.

    For WR Operator series : 168 hour period beginning Sunday at 12:00 midnight,
    ending 7 days later on Saturday at 11:59 p.m.
