    TPWD MISSION

    To manage and conserve the natural and cultural resources of Texas and to provide hunting, fishing and outdoor recreation opportunities for the use and enjoyment of present and future generations.

    GENERAL DESCRIPTION :

    Under the direction of the Federal Grants Manager, this position performs moderately complex (journey-level) accounting work. Directs allocations of State and Federal funds to agency operating programs and develops suitable plans for validating and matching the various federal funds used in financing agency operations. Develops a solid understanding of federal and state regulations for reimbursements and reporting. Works with program area staff to develop professional relationships in a cooperative environment. Works under general supervision with limited latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.


    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree in Accounting, Business Administration, Finance or a closely related field.

    Experience :

    One year experience in accounting and financial operations.

    Licensure :

    Must possess a valid State driver's license.

    ACCEPTABLE SUBSTITUTIONS :

    Education :

    One year of experience in accounting and financial operations may substitute for 30 semester hours of the required education, with a maximum substitution of 120 semester hours.

    PREFERRED QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree in Accounting or Finance.

    Experience :

    One year experience in accounting, audit, fiscal controls or financial operations.

    Experience using automated accounting systems and Microsoft Office software products.

    Experience with federal grants or contracts.

    KNOWLEDGE, SKILLS AND ABILITIES :

    Knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements.

    Knowledge of large automated accounting systems such as the Uniform Statewide Accounting System (USAS), Oracle or similar systems.

    Knowledge of state and federal laws, rules and regulations concerning the accounting for the State of Texas.

    Knowledge of report writing techniques.

    Knowledge of grants and contracts.

    Skill in reconciling and analyzing financial data.

    Skill in effective verbal and written communication.

    Skill in communicating findings and recommendations.

    Skill in using MS Word, Excel and Outlook.

    Skill in composing clear and concise procedures and recommendations.

    Skill in meeting deadlines.

    Skill in managing several projects simultaneously.

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts.

    Ability to interpret and apply federal regulations.

    Ability to work in a dependable, organized, ethical and productive manner.

    Ability to maintain flexibility and work with frequent interruptions and multiple changing priorities.

    Ability to work independently with little or no supervision.

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS :

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to work overtime as necessary.

    Required to travel 5% with possible overnight stays.

    May be required to operate a State vehicle.

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures.

    Non-smoking environment in State buildings and vehicles.
