    Administrator II

    RESPONSIBILITIES & DUTIES:

    Under the general direction of the Chief of Police, the Police Captain manages the daily operations of police department functions. Plans, organizes, and directs activities of the operational area(s) of responsibility. Establishes policies and procedures, develops goals, objectives, and operational budgets, assesses program efficiency and effectiveness, and ensures compliance with the department’s accreditation standards. Manages the employee evaluation process and provides effective leadership to staff members within the operational areas of responsibility. Administers performance evaluations and provides supervision and leadership for department operations that promote excellent customer service, community policing, high morale, and a professional image. Serves as the Incident Commander and/or Emergency Operations Center Director during major criminal incidents, natural and man-made disasters, demonstrations, or special events. Works closely with the campus and surrounding community on issues affecting public safety. Serves as a liaison to other police and public agencies in the region and state, and represents the department on committees, task forces, commissions, or multi-agency work groups. Assumes all the responsibilities of the Chief of Police to include oversight, leadership, and administration of the Police, and Transportation & Parking work groups in the absence of the Chief of Police. May perform the traditional uniform duties of a police officer when necessary, and may be required to work weekends, holidays, and/or after normal business hours.

    Take an active role in helping to embed the values of diversity, equity, and inclusion in all aspects of University work, in every division, and participate at least once annually in professional and/or leadership development opportunities that will contribute to campus efforts to advance racial and social justice in and through education at CSUCI and beyond.

    REQUIREMENTS OF POSITION:

    Education:

    Bachelor's Degree or equivalent from an accredited university/college. (Possession of additional qualifying experience may be substituted for the required degree on a year-for-year basis)

    Experience:

    Six years of progressively responsible law enforcement experience, including two years in a supervisory capacity is required. Law enforcement experience within a higher education setting is desirable. Possession of a current POST Basic Certificate is required. Possession of a POST Supervisory Certificate or ability to qualify for this certificate within one year of appointment is required. Experience with CALEA, IACLEA or other law enforcement accreditation is desirable. Experience complying with the Jeanne Clery Act and participating on a Behavioral Intervention or Threat Assessment Team, as well as possessing knowledge related to California emergency management regulations and practices are highly desirable. Experience with the administration of parking services, as well as parking and transportation demand management are desirable.

    Other Knowledge/Skills:

    Must demonstrate excellent oral and written skills, including the ability to write policy, procedures, professional business correspondence, manuals, and police reports. Must be knowledgeable about computers and competent in the use of Microsoft Office software. Must be organized and possess problem-solving skills; have the ability to be flexible and use diplomacy; work collaboratively with various groups with different cultural and ethnic backgrounds; analyze and interpret legal statutes and procedure manuals; possess a thorough knowledge of law enforcement practices, criminal and special investigations, and sound management practices as they pertain to a university environment; possess a thorough knowledge of training methods, budgetary and personnel procedures; have ability to serve multiple constituencies in a university setting; assess law enforcement or other hazardous situations and determine the appropriate course of action; maintain a calm, courteous, and objective attitude in all situations; establish and maintain cooperative working relationships with others; relate to and gain the confidence and cooperation of members of the campus and local communities. Must be responsive to after-hours calls from coworkers and other colleagues. Must possess a valid California Driver License.

    A background check (including a criminal records check) must be completed satisfactorily before any candidate can be offered a position with the CSU. Failure to satisfactorily complete the background check may affect the application status of applicants or continued employment of current CSU employees who apply for the position.

    The person holding this position is considered a ‘Campus Security Authority (CSA)’ to report crimes for the federally mandated Clery Act and is required to comply with the requirements set forth in CSU Executive Order 1107 revised March 24, 2017 as a condition of employment.

    The person holding this position is considered a 'mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 (revised July 21, 2017) as a condition of employment.

    Hiring Range: $12,000 - $12,658 per month
