    The City of Kingman is seeking an individual for an Accounting Specialist position. This position is on a four 10-hour day schedule, Monday through Thursday.

    The City of Kingman is located in Mohave County approximately 100 miles southeast of Las Vegas and 195 miles northwest of Phoenix nestled between the beautiful Cerbat and Hualapai Mountain Ranges along historic Route 66.     GENERAL DESCRIPTION OF POSITION

    Performs intermediate-level work in accounting and other financial functions associated with the operations of the Budget and Accounting Division. Performs various accounting duties such as the preparation and entry of journal entries into the accounting software, reconciles various general ledger accounts and bank statements, prepares tax reports, assists with the month-end closing process, and compiles financial reports. Processes general billing, enters contracts, and assists with the capital asset processes. Duties range from routine to the most complex of accounting projects and responsibilities, requiring initiative, independent judgement and critical thinking, and the ability to make decisions for the projects/processes for which they are assigned.

    SUPERVISION RECEIVED

    Works independently under the general supervision of the Finance Administrator.

    SUPERVISION EXERCISED

    Provides accounting and administrative support to other finance department staff.

    Minimum Qualifications/Special Requirements

    Education and experience:
    • College education in Accounting, Finance, or a closely related field, preferably with a Bachelor’s degree.
    • Two to three (2-3) years’ experience in accounting, preferably with a municipality or in another governmental setting.
    • Advanced Excel skills required.
    • OR any combination of education and significant experience sufficient to successfully perform the essential duties of the job such as those listed above.


    Essential Functions

    ESSENTIAL DUTIES & RESPONSIBILITIESEssential Functions are not intended to be an exhaustive list of all responsibilities, duties and skills. They are intended to be accurate summaries of what the job classification involves and what is required to perform it.
    • Prepares and enters various routine and non-routine journal entries.
    • Performs various general ledger account reconciliations.
    • Reviews, prepares, and processes general billing items.
    • Monitors and prepares billings for improvement district assessments. Processes payments, prepares payoff quotes and financial reports, and performs reconciliations of subsidiary improvement district ledgers with the general ledger accounts. Enters new special assessment districts and maintains the assessment accounts. Coordinates and participates in the annual delinquency sale.
    • Performs monthly reconciliations of the City’s bank accounts.
    • Enters, reviews, and maintains the City’s vendors.
    • Processes the annual unclaimed property in accordance with state requirements.
    • Prepares tax reports. Prepares reports, and audits transactions and processes.
    • Participates in month-end and year-end processes.
    • Assists with all capital asset processes.
    • Enters budget transfers and assists in the preparation of budget worksheets.
    • Enters and maintains the City’s contracts in the software system.
    • Assists with records management processes.
    • Updates the Finance Department’s webpage.
    • May provide coverage for other departmental staff during absences.
    • Participates in special projects.
    • Prepares and submits various financial reports.
    • Researches, audits, analyzes, presents findings and/or makes recommendations to improve processes or systems.
    • Prepares workpapers and assists external auditors with the financial audit.
    • Provides excellent customer service to both internal and external customers.
    • Regular attendance and punctuality are essential functions of this job to ensure continuity.
    • Performs all work duties and activities in accordance with City policies and procedures; follows safety policies and practices, works in a safe manner, and reports unsafe activity and conditions.

    PERIPHERAL DUTIES
    • Writes letters, memos, and reports to effectively communicate information to users both in city departments and to outside users.
    • May serve as a member of various employee committees. May also provide support information and attend meetings of other city committees, boards, and commissions.
    • Performs special assignments as requested.
    • Performs other duties as required.
    • Provides training to department and other city staff members.

    WORK CONTACTS
    • Frequent contact with other City departments to provide and obtain information.
    • Frequent contact with Title Company personnel and other agencies relating to questions and payoff information for special improvement districts.
    • Frequent contact with the City’s vendors.
