    The Position

    The City of Riverside is accepting applications for the position of Lead Wastewater Collection System Technician to fill one (1) vacancy in the Sewer Division of the Public Works Department.The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to six (6) months.

    The City of Riverside Public Works Department operates and maintains 820 miles of gravity main sewers, 414 miles of city-owned sewer laterals, approximately 16,000 manholes, and 20 wastewater pump stations. The ideal candidate will have extensive experience working with Closed Circuit Television (CCTV) video equipment performing and overseeing sewer video inspection and categorizing pipeline, lateral, and manhole condition and defects using NASSCO standards. Possession of a current National Association of Sewer Service Companies (NASSCO) video inspection certificate is preferred.

    The Lead Wastewater Collection System Technician performs, leads, and provides direction for a variety of skilled and professional tasks in the construction, maintenance, and repair of sanitary sewers and storm drains.

    Work Performed

    Typical duties may include, but are not necessarily limited to, the following:
    • Oversee, lead, monitor, and direct the skilled maintenance, construction, and repair work for the wastewater collection and related systems; adhere to safety and occupational hazard regulations and provide professional maintenance work; lead crews and provide oversight.
    • Direct, oversee, and participate in locating, excavating, maintaining, and repairing sewer lines; identify problems, provide lead level resolution, and ensures all issues and concerns are addressed.
    • Operate a variety of heavy equipment including hydro jet, and vacuum trucks, and various heavy equipment related to preventative maintenance and emergency care and cleaning of sewer lines and collection systems.
    • Oversee and participate in the condition assessment, flushing and cleaning of the sewer and storm drain system. NASSCO PACP/LACP/MACP Certification is required if assigned to oversee and/or perform CCTV Operator duties.
    • Lead and support a small crew in the inspection of sewers, sanitary lines, manhole repairs and maintenance and other wastewater equipment.
    • Perform, lead, direct, and oversee skilled and technical maintenance work in the repair, fabrication, and installation of wastewater and sanitary lines; report hazardous conditions and ensure the timely handling of dangerous conditions.
    • Perform, lead, and direct the frontline interaction with wastewater customers and the inspection, cleaning, repair, of city-owned sewer laterals and deliver high quality customer service.
    • Assist in storm control activities such as placing of sandbags and barricades and picking up of litter or debris.
    • Prepare and complete required reports and documents; estimate quantities of material and type required for various jobs and sites; review and process work orders.
    • Respond to and handle emergencies as directed by Public Safety and public or community inquiries; contact residents and businesses to gain permission to remove debris, make repairs, or provide service; sets safety barricades and other flags to ensure safety.
    • Offer and provide training, leadership, direction, and oversight for other lower-level staff and volunteers assisting with wastewater collection systems maintenance and care.
    • Respond to emergency calls within specified time when participating in the emergency standby program.
    • Perform other duties as assigned.


    Qualifications

    Recruitment Guidelines:

    Education: High School graduation or satisfactory equivalent (GED).

    Experience: Three (3) years of experience performing tasks in the construction, maintenance, and repair of sanitary sewers and storm drains or as a Wastewater Collection System Technician II

    Licenses and Certifications:
    • Possession of an appropriate, valid Class B California Motor Vehicle Operator's License. Some assignments may additionally require the possession of a class A license.
    • Possession of a Grade III Collection System Certification issued by the California Water Environment Association or a Grade II Collection System Certification issued by the California Water Environment Association and the ability to obtain a Grade III Certification issued by the California Water Environment Association within three test cycles.

    Necessary Special Requirement
    Must be able to respond to emergency calls within specified time when participating in the emergency standby program.

    Highly Desirable Qualifications:
    • A minimum of five (5) years of full-time experience working with Closed Circuit Television (CCTV) video equipment to inspect sewer main lines and laterals including, but not limited to equipment operation, software use, and camera and transporter maintenance and troubleshooting
    • Current National Association of Sewer Service Companies (NASSCO) PACP, LACP, and MACP certification
    • Extensive experience performing and overseeing sewer video inspection and categorizing pipeline, lateral, and manhole condition and defects using NASSCO standards
    • Customer service skills

    Service Employees International Union (SEIU) - General Unit

    The City offers an attractive benefits package, the central provisions of which are as follows:

    • Retirement for Classic Members - For employees hired after 1/1/2013 who are CLASSIC MEMBERS of California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12 and have not been separated from service from such agency for six months or more, the retirement benefit shall be 2.7 % @ age 55; 3-year final compensation. The required employee contribution is 8%. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Retirement for New Members - For employees hired 1/1/2013 or later and who ARE NOT a member of the California Public Employees' Retirement System (CalPERS) or a reciprocal agency as of 12/31/12, or those who have been separated from a public agency which contracts with CalPERS or a reciprocal agency for six months or more, the retirement benefit shall be 2% at age 62; 3 year final compensation. The required employee contribution is 50% of the normal cost and is subject to change per CalPERS every fiscal year. The City does not participate in Social Security; thus, employees do not bear this additional 6.2% expense.
    • Health Insurance - The City offers six health insurance plans and contributes up to $1,537 per month for HMO plans (family coverage).
    • Dental Insurance - The City provides three dental insurance plans and contributes up to $45 per month.
    • Vision Insurance - The City provides vision coverage through Vision Service Plan (VSP) for employees and their dependents that are enrolled in medical coverage.
    • Life Insurance - The City provides and pays for term life insurance equal to $100,000. Additional Life Insurance is available and voluntary for employees and eligible dependents (up to $300k).
    • Deferred Compensation - The City contributes $25 a month with a minimum employee contribution of $12.50 per check. Participation in the deferred compensation plan is optional.
    • Leave Benefits - Includes vacation leave, sick leave, bereavement leave, and holiday benefits. Please refer to the SEIU MOU for specific details.
    • Flexible Spending Account - The City offers a Health Care and Dependent Care Flexible Spending Plan for optional participation.
    • State Disability Insurance - Automatic coverage administered by the Employee Development Department (EDD) of the State of California
    • Vacation Accrual - 0-4 yrs. = 80hrs, 5-9 yrs. = 120hrs, 10+ yrs. = 160 hrs.
