Job Description
The Missouri National Guard employs approximately 430 state employees whose responsibilities are to support the Missouri National Guard in their day-to-day operations and ensure their readiness for any mission. We are “One Team” and our mission is to support the citizens of Missouri and the United States of America. This position is responsible for overseeing the day-to-day operations for Accounting, Grants, Tuition Assistance, and Budget staff.
J o b L o ca ti on: Thi s pos ition w ill be l o c at ed a t the Ike Skelton Training Site, Kiefner Building, 2302 Militia Drive, Jefferson City, Missouri. State Resources Financial is responsible for providing support to the Missouri National Guard.
• Processing, analyzing, evaluating, preparing, and approving complex financial transactions, statements, revenue, and expenditures for 18 federal/state cooperative agreements, 24 state financial programs, and for state emergency duty missions.
• Preparing internal budgets for federal/state cooperative agreements and state financial programs.
• Preparing detailed budgetary and fiscal reports for internal and external distribution .
• Assisting the State Resources Director, Military Executive, or Adjutant General in preparing financial projection reports and cost allocation plans.
• Providing guidance and recommendations on financial policy evaluation, development, and implementation.
• Overseeing internal controls over expenditures, projects, budgets in SAM II Financial.
• Preparing and analyzing control reports, which reflect allotments, expenditures, and fund balances.
• Ensuring federal/state funding is expended in accordance with federal/state financial laws, rules, and regulations.
• Serves as the security coordinator for the state network and applications; SAM II Financial, SAM II HR, Missouri BUYS, and MOVERS.
• Supervise 9 employees, which includes training, monthly and quarterly Engage meetings, weekly staff meetings, recruiting, etc.
Minimum Qualifications
• Bachelor’s Degree and 5-7 years of experience in fiscal or administration. Substitutions may be allowed.
• 2-4 years of supervisory experience.
• Experience in SAM II Financial and MissouriBUYS
• Knowledge of accounting principles and practices
• Advanced knowledge in Microsoft Office (Excel, Word, and Access)
Preferred Qualifications
Working knowledge of the principles and practices of fiscal administration including budgeting, contract preparation, and reporting
