    POSITION INFORMATION

    The Community Development Resource Agency is seeking applications for one Project Manager vacancy in the Placer County Conservation Program (PCCP). This position will be responsible for assisting with the implementation of the PCCP and its natural resource mitigation, conservation, and restoration activities. The ideal candidate will have experience with natural resource lands management, contract management, natural community and species monitoring, and basic geographic information systems (GIS) operations.

    The eligible list established as a result of this recruitment may be used to fill additional vacancies as they arise, subject to position-specific requirements.

    DEFINITION

    To develop and manage capital improvement, construction, infrastructure improvement, private development, capital park/trail/open space development, or real estate services projects from inception to completion; to perform studies and gather and analyze related data and information; and to assist with negotiating and administering contracts and agreements associated with the project scope.

    DISTINGUISHING CHARACTERISTICS

    This is the entry-level class in the Project Manager series. This class is distinguished from the journey level by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this is an entry-level class, employees may have limited related work experience. Employees work under general supervision while learning job tasks.

    SUPERVISION RECEIVED AND EXERCISED

    Receives general supervision from higher-level professional or management staff, and may receive technical and functional supervision from senior, supervisory, or management staff.

    EXAMPLES OF ESSENTIAL DUTIES

    EXAMPLES OF ESSENTIAL DUTIES - Duties may include, but are not limited to, the following:
    • Confer with department staff, other county departments, stakeholders, consultants, external customers, and applicants regarding facility maintenance and improvement requests, space needs, leases or prospective lease spaces, infrastructure improvement, capital park/trail/open space development projects, or private development projects.
    • Plan, coordinate, and monitor project progress; serve as a central point of contact to facilitate efficient progress through all phases of the project from initiation to completion; provide instruction, direction, and guidance regarding project steps, requirements, timelines, and relevant policies and procedures; ensure adherence to regulations, policies, and procedures.
    • Develop scopes of work; prepare or review plans, documents, budget reports, and authorization-related documents; assist in the environmental review and regulatory permitting process.
    • Gather and analyze data and information and conduct studies related to departmental space and facility needs, service levels, capital projects, infrastructure improvement, park/trail/open space projects, conserved lands, or private development projects; conduct studies concerning suitability of existing and proposed buildings, including administrative and fiscal analyses.
    • Determine feasibility and costs of requests for services and proposed projects; prepare and track budgets, cost estimates, and project schedules.
    • Review policies and procedures and implement measures to increase efficiencies, streamline processes, and minimize delays; provide recommendations for changes.
    • Assist with management of the bid process, including pre-bid conferences and walk-throughs; provide technical information in response to bidder inquiries.
    • Assist in the administration of project contracts, fee program credit/reimbursement processes, contracts associated with private development implementation, or other related contracts and agreements; apply for and administer grants.
    • Conduct site visits, field inspections, and field verifications as required.
    • Assist in the planning, monitoring, and determination of the acquisition, development, and market potential of real property; assist in disposing of and acquiring real property.
    • Assist in real estate management-related issues, including responses to tenant requests; assist in the negotiation and administration of property leases and consultant agreements.
    • Plan, coordinate, and implement various facility safety, energy management, building systems, and hazardous materials projects; provide support services to departments on facility-related issues.
    • Review building maintenance system plans; inspect building maintenance systems during construction and accept building maintenance systems on behalf of the County after installation; provide ongoing field support for building systems.
    • Perform diagnostics; prepare reports, correspondence, agreements, graphs, and tables; make presentations at public meetings as required.
    • Build and maintain positive working relationships with coworkers, other County employees, public and private companies and organizations, and the public using principles of effective customer service.
    • Perform related duties as assigned.


    WORKING CONDITIONS

    Work is performed in both an indoor office environment with controlled temperature conditions and in the field requiring travel to various locations throughout the County in a variety of outdoor weather conditions.

    MINIMUM QUALIFICATIONS

    It is the responsibility of applicants to identify in their application materials how they meet the minimum qualifications listed below.

    Experience: No experience required.

    Training: Equivalent to a bachelor's degree from an accredited college or university with major course work in business or public administration, facility management, property management, construction management, architecture, civil engineering, project management, communications, land use, urban development, planning, finance, real estate, or a related field.

    Note: Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Human Resources Department. Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.

    Required License or Certificate:
    • May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.
    • When assigned to asbestos management program:
      • Possession of an Environmental Protection Agency Asbestos Inspector/Manager/ Planner Certification is required.
    • When assigned to manage fire life safety systems:
      • Possession of an electronic fire life systems certificate issued by the National Institute for Certification in Engineering Technologies within twelve (12) months of employment.
      • Possession of a fire alarm servicing certificate issued by the National Fire Protection Association within twelve (12) months of employment.
      • Possession of life safety system factory certificates or equivalent professional certifications as determined by the department within twelve (12) months of employment.
    • Possession of professional certifications as related to area of assignment, as determined by the department.
    • Possession of a project management certificate is desirable.


    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of:
    • Principles and practices of project management and contract administration, including project budget management and basic accounting.
    • Principles and practices of building design; construction; infrastructure improvement; facility operations; real property acquisition, management, and development; land use; and real estate services, including finance, leasing, and marketing.
    • Principles and practices of open space, community, and private development, including land use polices and regulations, zoning, building code, and related procedures.
    • Principles and practices of administrative and fiscal analysis, including assessment of work-related space needs.
    • Statistical methods and analysis, including the use of statistics in reports.
    • Mathematics, algebra, geometry, and trigonometry.
    • Computer software, including word processing, spreadsheet, data base, and graphics applications.
    • Pertinent federal, state, and local policies, procedures, statutes, ordinances, and regulations, including building codes, life safety codes, real estate law, zoning, land development, contract law, environmental law, and procurement as needed for area of assignment.
    • Business correspondence and report and presentation preparation.
    • Modern office procedures, methods, and computer equipment and software.

    Ability to:
    • On a continuous basis, know and understand all aspects of the job; read, analyze, understand, identify, recall, interpret, and explain technical and numerical information, work papers, reports, special projects, rules, laws, and regulations; interpret drawings and plans; observe and problem-solve operational and technical policies and procedures; apply related rules, laws, and regulations; work under time pressure and complete a high volume of tasks with frequent interruptions; manage multiple tasks and projects simultaneously and quickly switch between tasks; focus on a single task for long periods of time; maintain awareness of safety at all times; observe safety rules and identify safety hazards.

    SELECTION PROCEDURE

    Training & Experience Rating (100%)

    Based upon responses to the supplemental questionnaire, the applicant’s education, training, and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

    MISCELLANEOUS INFORMATION

    Length of Probation:

    All permanent appointments to this classification shall serve a probationary period of twelve (12) calendar months or two thousand eighty (2,080) hours, whichever is more.

    CONDITION OF EMPLOYMENT

    Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath, and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph), and/or be bonded. Additionally, positions in law enforcement classifications and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification. Failure to clear these requirements may result in an employment offer being withdrawn.

For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey level) and/or a similar classification (similar work performed, similar training and experience qualifications required).
