    POSITION

    Under general supervision, manages staff engaged in the enforcement of City tax codes and oversees the activities of the revenue division.

    Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics.     TASKS
    • Oversees new and existing business operations for compliance with business and other tax ordinances;
    • Oversees the process of collecting and organizing analytical data related to the City’s revenue sales and other financial activities;
    • Prioritizes, schedules, and assigns work for completion to staff engaged in the enforcement of City tax codes and business licenses;
    • Enforces City policies, procedures, rules, regulations, and ordinances relating to business tax and permit matters;
    • Calendars and manages permit and business licenses committees;
    • Responds to customer complaints, reviews vouchers, and verifies revenue and billing accounts;
    • Hires, trains, evaluates work performance, and initiates personnel actions for assigned staff;
    • Generate and process staff reports, revenue reports, and other documents related to all business revenue transactions;
    • Reviews cash collections and disbursement of revenue into proper accounts;
    • Investigate and monitor payments of utility billing of residents and businesses;
    • Manages day-to-day operations of the Revenue division to ensure efficiency in support of city goals.


    QUALIFICATIONS

    Bachelor’s Degree from a four-year accredited college or university in Business, Finance, Economics, or related field AND five (5) years of experience in business administration, public finance, accounting, or related field, including two (2) years at a supervisory level OR an equivalent combination of education and experience.

    KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS
    • Knowledge of municipal codes governing tax requirements, accounting practices and principles, and cash management and collections techniques;
    • Skilled in managing, delegating, and evaluating the work of assigned staff, monitoring and investigating new and existing business operations, providing and following oral and written instructions, information, and establishing and maintaining productive working relationships;
    • Ability to perform and train other employees on essential duties, resolve conflicts with both internal and external vendors, and effectively communicate verbally and in writing with all levels of staff and to the public;
    • Proficient in the use of a personal computer and industry-related software, including MS Office package and other electronic devices


    THE SELECTION PROCESS

    Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process.

    The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year. The top three ranks on the Eligibility List will have their application materials forwarded to the hiring authority for a selection interview.
