Behavioral Health is recruiting to fill a Nursing Program Manager position. This position will be responsible for clinical quality oversight for the Youth Crisis Stabilization Unit, A3 (Anyone, Anywhere, Anytime) Crisis Services, Enhanced Care Management (ECM) and the new Rapid Access Wellness Clinic.
- The Youth Crisis Stabilization Unit serves children and adolescents ages 6-17 for the first 24 hours of a diagnosed psychiatric emergency. Care teams include psychiatrists, registered nurses, licensed vocational nurses, clinicians and peer support specialists.
- A3 is Contra Costa County’s innovation approach to provide timely and appropriate mental and behavioral health crisis services to anyone, anywhere at any time in the County.
- The Rapid Access Wellness Clinic, expected to open July 2025, will provide rapid screening, care and connections to follow-up behavioral health services. It is intended for people in urgent need of behavioral health help but are not in crisis.
- ECM is a Medi-Cal benefit available to eligible members with complex needs. Staff is comprised of Mental Health Clinicians, Mental Health Peer Workers, Registered Nurses and Substance Abuse Counselors. Staff work with clients to coordinate care with doctors, mental health providers, social services providers and others.

What you will typically be responsible for: - Planning, developing and implementing policies and procedures and standards for nursing services within Behavioral Health.
- Hiring, training, supervising and evaluating subordinate staff.
- Visiting care sites regularly to ensure care provided is appropriate and documented.
- Counseling and disciplining subordinate staff and conferring with the Behavioral Health Director or designee regarding personnel issues.
- Providing required nursing coverage at all programs of responsibility.

Minimum QualificationsLicense and Certification Required: Candidates must possess and maintain throughout the duration of employment: a current, valid and unrestricted Registered Nurse license issued by the California Board of Registered Nursing; AND a valid Basic Life Support (BLS) certification issued by the American Heart Association or CPR certification issued by the American Red Cross (Healthcare Provider).
Applicants are required to attach a copy of their license to their application. Education: Possession of a Bachelor's Degree in nursing, hospital or health care administration, or a closely related field, from an accredited college or university. For Professional Development assignments, a Bachelor’s Degree in Education may be substituted for the BSN.
Experience: Four (4) years of full-time experience, or its equivalent, as a Registered Nurse in an acute care hospital, community mental health system, or correctional medical setting, two (2) years of which must have been as a Charge Nurse or in a similar supervisory capacity. One (1) year of the required experience must have been in the specialty area of the assigned program.
Selection Process1. Application Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
2. Training & Experience Evaluation: Candidates who clearly demonstrate that they possess the minimum qualifications will have their training and experience evaluated. The responses to the supplemental questions, at the time of filing, will be evaluated to determine each candidate's relevant education, training, and/or experience as presented on the application and supplemental questionnaire. (Weighted 100%)
The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
