POSITION PURPOSE / IMPORTANT APPLICATION INFORMATIONThe Utilities Engineering Administrator is a professional engineering position responsible for supervisory and technical work planning, prioritizing, and implementing the water and wastewater utilities capital improvement program in the Public Works and Utilities Department. This position is responsible for overseeing project plan review related to development proposals and utility improvements, conducts long term planning activities, oversees projects to ensure adherence with standards and specifications, coordinates with other City departments and represents the City in various public venues. Work is performed with appreciable latitude for independent judgment and action that is reviewed by the Assistant City Engineer/Utilities through observation, conferences, reports, and achievement of desired objectives.
The full salary range for this position is stated above. The starting range of pay is dependent on qualifications and experience of each individual candidate. The City of Westminster has a Multilingual Stipend Program to encourage, and reward benefited employees who are conversationally fluent in languages other than English. Benefited employees have the opportunity to test their language proficiency skills and qualify for a bi-weekly stipend that will vary based on the employee’s level of proficiency and usage.

JOB SPECIFIC FUNCTIONS Essential Job Functions, Duties, Responsibilities and Tasks Provides direction, instruction and supervision as needed for utilities engineers, including:
- Pro-actively observing performance of staff, assisting with problem resolution and coordination of activities
- Recruiting and selecting staff
- Developing, providing and overseeing training of new employees
- Evaluating performance of employees at annual appraisal
- Reviewing and approving work submitted by Engineering staff
Budgeting, developing, planning, and managing employee-training programs on an annual basisUnder direction of the Assistant City Engineer/Utilities, is responsible for guiding the Utility Capital Improvement Projects (CIP) for the potable water and distribution systems, wastewater collection and treatment systems, reclaimed water treatment systems, and communication backhaul systems including:
- Providing input and assistance in the update of water and wastewater master plans and the five-year utility system capital improvement plans
- Ensuring appropriate inspections are completed to maintain compliance with City specifications, ordinance requirements and regulations
- Representing the City and the Department in the role of a coordinator with consulting engineers and contractors
- Overseeing the preparation of construction plans, plats, specifications, and quantity lists for a variety of water and sanitary sewer projects as well as other construction, repair or modification projects
- Reviewing work performed by outside consultants
- Overseeing the establishment of scope, schedule, and budget summaries for 20-30 active and simultaneous CIP’s at any given time
- Establishing and maintaining unified project management procedures for employees of the Division using industry best practices including monthly reports, S-Curve, decision/action logs, and change order status reports
Reviews standards, specifications, ordinances and regulations of the City and applies those regulations to oversee development review within the engineering team. Must be able to:
- Evaluate the probable impact of developments to City utilities infrastructure
- Provide consistent, pragmatic feedback to developers that upholds the rules, regulations, and integrity of the City while employing customer-focused solutions, if appropriate
- Oversee the review of development plans, specification, and agreements to ensure compliance with City regulations and protection of the utilities
Communicates successfully and develops and maintains effective relationships, including:
- Preparing effective written communications such as reports, memos, activity logs, etc.
- Demonstrating effective oral communication skills in a variety of settings ranging from small, internal meetings to large, public, and sometime contentious, City Council meetings
- Developing collaborative relationships with colleagues in and outside of Public Works and Utilities
- Work closely with subject matter experts in operating, planning, water supply and quality, finance, and other divisions

POSITION REQUIREMENTS/WORKING CONDITIONS/PRE-EMPLOYMENT REQUIREMENTS Education, Experience, Skills, Formal Training, Licenses and Certifications Required :- Graduation from an accredited college or university with major course work in Civil Engineering or related field
- Five (5) to ten (10) years of progressively responsible experience in the design and construction of water/wastewater systems and facilities
- Registration with the Colorado State Board of Professional Engineers and Land Surveyors as a professional engineer (P.E.)
Preferred :- Master’s Degree in civil or environmental engineering or related field
- Three (3) to five (5) years of supervision of professional level engineers and technical staff
- Three (3) to five (5) years of municipal capital improvement project experience
- LEED, ENVISION TM or other sustainability certification related to the industry
- Formal Project Management certification such as PMP certification or PSMJ Project Management Bootcamp certification
Any equivalent combination of education, training and experience, which would provide the required knowledge and skills, may be considered.
Physical Requirements - Work is sedentary in nature and requires sufficient physical stamina and strength for:
- Constant sitting to perform daily tasks; occasional walking through a multilevel facility to retrieve information; frequent standing sometimes for extended periods
- Frequent squatting, reaching above shoulder and twisting to file documents and lift supplies and material; occasional bending, kneeling, climbing, balancing and reaching below shoulder to store documents, material and supplies
- Constant light grasp, fine manipulation, and handling to perform daily duties; occasional firm grasp to safely use equipment
- Frequent lifting, carrying, push/pulling of up to ten (10) pounds to move material and supplies; occasional lifting, pushing/pulling of up to 25 pounds with dollies and carts
WORKING CONDITIONSWork is frequently performed indoors and outdoors and occasionally under extreme temperatures. Frequent hearing is needed to provide a high level of communication and customer service to contractors through spoken word in a noisy construction environment.
Required Materials and Equipment Personal computers, keyboards, calculators, telephones, audio-video equipment, and standard office equipment. Utilizes electronic connections to off-site locations.
