RIGHT OF WAY COORDINATORDepartment: Engineering ServicesPay Grade: 113FLSA Status: Non-ExemptPersonnel Status: Regular Full-Time JOB SUMMARY This position is responsible for monitoring construction activities, conducting inspections and reviewing and approving permits for Right-of-Way construction projects throughout the City. This position reports to the Inspection Manager-Engineering Services.
ESSENTIAL JOB FUNCTIONS - Primary contact and coordinator for the City to monitor construction work carried out by utility companies, builders and contractors in the City’s right-of-way and utility easements to ensure adherence to approved plans, City ordinances, codes, and construction specifications and standards.
- Performs onsite inspections of various construction activities including street paving restoration, subgrade work, utility restoration, franchise utilities, and landscape restoration and tracks work to be completed in accordance with City standards and policies.
- Manages customer service to respond and resolve customer, contractor, developer, and public complaints, concerns, and questions related to Right-of-Way inspection by visiting the field, assessing conditions, and providing appropriate responses.
- Manages the right-of-way permitting process by issuing and monitoring work performed in public right-of-way.
- Recommends updates and revisions to construction specifications, standards, and ordinances, when necessary.
- Maintains open and effective communication with contractors, developers, builders, the public, and City departments to address issues and concerns promptly.
- Performs other related job duties as assigned.

QUALIFICATIONS Education and Experience: High school diploma or equivalent and three (3) to five (5) years’ experience; or an equivalent combination of education and experience.
Special Qualifications: - Possession of or ability to readily obtain a valid driver’s license for the type of vehicle or equipment operated.
- Possession of or ability to readily obtain a Grade I Water Certification within one year of employment.
- Possession of or ability to readily obtain the QCI Certification within one year of employment.

PHYSICAL DEMANDS The work is medium work, which requires exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. The employee uses tools or equipment requiring a high degree of dexterity, climbs ladders, distinguishes between shades of color, and utilizes the sense of smell.
WORK ENVIRONMENT The work is typically performed in various indoor and outdoor environments, occasionally in cold, hot, or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.
