    KING COUNTY DEPARTMENT OF WATER & LAND RESOURCES

    The Water and Land Resources Division is at the forefront of King County’s efforts to protect and restore clean water and healthy habitat and strengthen the resilience of communities, environment, and infrastructure in the face climate change. We are a dedicated workforce of more than 400 supported by an annual budget of ~$250 million. WLRD has a strong track record of developing innovative strategies for protecting working farms and forests, restoring habitat, protecting water quality, and ensuring people have equitable access to green space. We reduce flood hazards, manage stormwater facilities, and reduce toxic threats.  Our Environmental Lab and Science section maintain high-quality data sets used in long term-water quality trend analysis and use Best Available Science to inform decision making.  We house three salmon recovery forums and support the Land Conservation Initiative, which will preserve our last, most important natural lands and urban green spaces over the next 30 years. Our forestry and agricultural programs help people protect their lands and support local food production.   

    Job Description

    Summary

    In addition to the current opening, this recruitment may be used to establish a pool of qualified candidates to fill future career service Grant Analyst vacancies within the Parks Division over the next six months.

    King County Parks is seeking a highly motivated Grant Analyst to join the Grant Operations and Administration Unit within the Community Investments Team. King County Parks’ mission is to steward, enhance, and acquire parks to inspire healthy communities. We work in close partnership with community organizations to expand access to parks, recreation, and open spaces for all King County residents-today and for generations to come.

    About the Role:

    This is an exceptional opportunity to combine your passion for community development with your skills in grant analysis and administrative support. This Grant Analyst position works collaboratively to support internal and external partners throughout the grant-making process. You will play a vital role in driving continuous improvement to contracting, invoicing, and reporting - making a real difference in the efficient and timely distribution of funding to community partners. This role provides several critical functions for the Community Investments Team, including:
    • Providing administrative and technical support throughout the grant-making process.
    • Supporting project/grant managers with the development and execution of contracts with external partners (grantees).
    • Supporting the integrity of data in the grants management system; ongoing review, analysist and audit of data for accuracy and completeness.
    • Supporting continuous improvements to business processes, policies, and procedures.


    About the Team:

    The Grant Analyst is part of the Grant Operations and Administration Unit within the Community Investments Team, a collaborative group dedicated to advancing equitable investments in parks, recreation, and open spaces across King County. The Community Investments Team administers over $100 million in funding through a diverse portfolio of Parks grant programs, including:
    • Youth Amateur Sports Grant (YASG)
    • Healthy Communities and Parks Fund (HCPF)
    • Parks Capital & Open Space Grants
    • Aquatics Facilities Grant
    • Open Space and River Corridors Grant
    • Ballfield Preservation & Access
    • Climate Resilience
    • Get Active Stay Active (GASA)

    Job Duties

    What You Will Be Doing :
    • Provide excellent customer service throughout the grant-making process to internal and external partners.
    • Support the oversight of grants and contracts; coordinate the preparation, review, approval, and execution of grant agreements in accordance with policies and standard procedures.
    • Organize and manage comprehensive grant files in adherence to requirements; prepare grants for close-out and audit.
    • Provide technical expertise related to online grants management systems, data analysis, and report development.
    • Follow standard operating procedures for contracting, invoicing, reporting, and contract compliance.


    • Make recommendations to address compliance issues and/or promote continuous improvement.


    Experience, Qualifications, Knowledge, Skills

    Qualifications You Bring:
    • Experience related to business administration, finance, customer service, and/or grant management.
    • Skilled in developing, reviewing, and administering grant agreements and amendments.
    • Expertise utilizing Foundant for managing grants, contracts, projects, and/or customer relations.
    • Expertise in analyzing data and developing reports for various audiences and purposes.
    • Excellent oral, written, and interpersonal communication skills.
    • Highly organized and detail-oriented to ensure accurate and complete grant documentation and data integrity.
    • Expertise in promoting work efficiencies, improving internal coordination, and providing excellent customer service.

    • Tech Savvy: Anticipating and adopting innovations in business- building digital and technology applications.

    • Expert in data reporting and analysis, including Oracle EBS with BI Insights, Power BI, and advanced Excel.
    • Knowledgeable in grant management principles and experienced partnering with diverse community organizations such as nonprofits, local jurisdictions, school districts, tribal entities, coalitions, and emerging community-based organizations.
    • Demonstrated ability to apply equity, social justice, and anti-racism principles across work with programs, data, and community partners.


    Supplemental Information

    • Work Location: The Community Investments team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is King Street Center, 201 S. Jackson, Seattle, Washington 98104.
    • Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace requirements.
    • King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
    • Work Schedule : This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
    • Union Representation : This position is represented by PROTEC17.
